Howcansopowerfulanagencyaffectcharacterwithoutaffectingmorals——self-regardingorextra-regarding?Thedifficultycomesoutcuriouslyinhislastchapter。Hehasrecoursetoadexterouscasuistrytojustifymeasureswhichhaveanobviousmoralsignificance。Arewetolegislatewithaviewtodiminishingdrunkenness?No:butwemayputdrunkardsunderspecialrestrictionswhentheyhaveoncebeenledtoviolence。Weshouldnottaxstimulantssimplyinordertosuppressdrunkenness;but,aswehavetotaxinanycase,wemaysoarrangetaxationastodiscouragetheconsumptionofinjuriouscommodities。Maywesuppressgamblingorfornication?No:butwemayperhapsseeourwaytosuppressingpublicgambling-housesorbrothels,becausewemayforbidsolicitation
