TheUtilitariansnowthoughtthemselvesentitledtoenterthefieldofpoliticsasadistinctbody。Anorgantodefendtheircausewasdesirable,andBenthamsuppliedthefundsfortheWestminsterReview,ofwhichthefirstnumberappearedinApril1824。
TheeditorshipfellchieflyintothehandsofBowring(1792-1872)。BowringhadtravelledmuchupontheContinentforacommercialhouse,andhisknowledgeofSpanishpoliticshadbroughthimintoconnectionwithBentham,towhomBlaquiè;rerecommendedhimin1820。(132*)Astrongattachmentsprangupbetweenthetwo。Benthamconfidedallhisthoughtsandfeelingstotheyoungman,andBowringlookeduptohisteacherwithaffectionatereverence。
