Andastheremustbesomeruleofpriorityforthedistribution,letusbeginwithourowncounties,whicharecontiguousandnearlycentraltotheState,andproceed,circleaftercircle,tillwehavegivenaramtoeverycounty。Thiswilltakeaboutsevenyears,ifweaddtothefulldescendantsthosewhichwillhavepasttothefourthgenerationfromcommonewes,tomakethebenefitofasinglemaleasgeneralaspracticabletothecounty,wemayasksomeknowncharacterineachcountytohaveasmallsocietyformedwhichshallreceivetheanimalandprescriberulesforhiscareandgovernment。Weshouldretainourselvesallthefull-bloodedewes,thattheymayenableusthesoonertofurnishamaletoeverycounty。Whenallshallhavebeenprovidedwithrams,wemay,inayearortwomore,beinaconditiontogiveanewealsotoeverycounty,ifitbethoughtnecessary。ButIsupposeitwillnot,asfourgenerationsfromtheirfull-bloodedramwillgivethemthepureracefromcommonewes。

Inthemeantimeweshallnotbewithoutaprofitindemnifyingourtroubleandexpense。Forifofourpresentstockofcommonewes,weplacewiththeramasmanyashemaybecompetentto,supposefifty,wemaysellthemalelambsofeveryyearforsuchreasonablepriceasinadditiontothewool,willpayforthemaintenanceoftheflock。Thefirstyeartheywillbehalfbloods,thesecondthree-quarters,thethirdseven-eights,andthefourthfull-blooded,ifwetakecareinsellingannuallyhalftheewesalso,tokeepthoseofhighestblood,thiswillbeafundforkindnessestoourfriends,aswellasforindemnificationtoourselves;andourwholeStatemaythus,fromthissmallstock,sodispersed,befilledinaveryfewyearswiththisvaluablerace,andmoresatisfactionresulttoourselvesthanmoneyeveradministeredtothebosomofashaver。
