probablyatfirst,itwillonlybeatransfertothemoftheportionofitnowexercisedbyparliament,thatistosay,arighttoproposeamendmentsandanegative。Butitmustinfalliblyendinarightoforigination。4。Perhapstheymaymakeadeclarationofrights。Itwillbeattemptedatleast。Twootherobjectswillbeattempted,viz。,ahabeascorpuslawandafreepress。Butprobablytheymaynotobtaintheseinthefirstsession,orwithmodificationsonly,andthenationmustbelefttoripenitselfmorefortheirunlimitedadoption。Uponthewhole,ithasappearedtomethatthebasisofthepresentstruggleisanilluminationofthepublicmindastotherightsofthenation,aidedbyfortunateincidents;thattheycanneverretrograde,butfromthenaturalprogressofthings,mustpressforwardtotheestablishmentofaconstitutionwhichshallassuretothemagooddegreeofliberty。TheyflatterthemselvestheyshallformabetterconstitutionthantheEnglish。Ithinkitwillbebetterinsomepoints——worseinothers。Itwillbebetterinthearticleofrepresentation,whichwillbemoreequal。Itwillbeworse,astheirsituationobligesthemtokeepupthedangerousmachineofastandingarmy。Idoubt,too,whethertheywillobtainthetrialbyjury,becausetheyarenotsensibleofitsvalue。

IamsureIhavebythistimeheartilytiredyouwiththislongepistle,andthatyouwillbegladtoseeitbroughttoanend,withassurancesofthesentimentsofesteemandrespectwithwhichIhavethehonortobe,dearSir,yourmostobedient,andmosthumbleservant。
