indifferentsenses。Societyisbuiltup,andallindustrialrelationsdetermined,bythecompetitionofamultitudeofindependentatoms,eachaimingatself-preservation。Malthus’sprincipleappliesthistothegreatmassofmankind。Systematicallyworkedout,ithasledtoRicardo’sidentificationofvaluewithquantitiesoflabour。Keepingsimplytothematteroffact,itshowshowasmallminorityhavemanagedtogetadvantagesinthestruggle,andtoraisethemselvesupontheshouldersofthestrugglingmass。Malthusshowsthattheresultinginequalitypreventsthestrugglefromloweringeveryonetostarvationpoint。Buttheadvantagewasnotobvioustothestrugglingmasswhichexemplifiedthestruggleforexistence。Ifequalitymeantnottheinitialfactsbutthepermanentright,societywasbuiltuponinjustice。Applythepoliticaldoctrineofrightsofmantotheeconomicrighttowealth,andyouhavetheSocialistdoctrineofrighttothewholeproduceoflabour。Itistruethatitisexceedinglydifficulttosaywhateachmanhascreatedwhenheisreallypartofacomplexmachinery;butthatisaproblemtowhichSocialistscouldapplytheiringenuity。Therealanswerofthepoliticaleconomistswasthatalthoughtheexistingorderimpliedgreatinequalitiesofwealthitwasyetessentialtoindustrialprogress,andthereforetoanimprovementinthegeneralstandardofcomfort。

This,however,wasthelessevidentthemoretheyinsistedupontheindividualinterest。Thenetresultseemedtobethatbyaccidentorinheritance,possiblybyfraudorforce,asmallnumberofpersonshavegotamuchlargershareofwealththantheirrivals。Ricardomayexpoundthescienceaccurately;

and,ifso,wehavetoask,Whataretherightethicalconclusions?

Forthepresent,theUtilitariansseemtohaveconsideredthisquestionassuperfluous。Theywerecontenttotaketheexistingorderforgranted;andthequestionremainshowfartheirconclusionsuponthatassumptioncouldbereallysatisfactory。
