MyreasonforsodoingisthatIaminformedthatthisjointresolutionwaspreparedduringthelastmomentsofthelastsessionofCongressforthepurposeofcorrectingcertainerrorsofreferenceintheinternalrevenueact,whichwerediscoveredonanexaminationofanofficialcopyprocuredfromtheStateDepartmentafewhoursonlybeforetheadjournment。ItpassedtheHouseandwenttotheSenate,whereavotewastakenuponit,butbysomeaccidentitwasnotpresentedtothePresidentoftheSenateforhissignature。

HesupposedthepassagethroughCongressoftheConstitutionalamendmentfortheabolishingofslaverythroughouttheUnitedStateswastheoccasiontowhichhewasindebtedforthehonorofthiscall。

Theoccasionwasoneofcongratulationtothecountry,andtothewholeworld。Butthereisataskyetbeforeus——togoforwardandconsummatebythevotesoftheStatesthatwhichCongresssonoblybeganyesterday。HehadthehonortoinformthosepresentthatIllinoishadalreadydonethework。Marylandwasabouthalfthrough,buthefeltproudthatIllinoiswasalittleahead。

Hethoughtthismeasurewasaveryfittingifnotanindispensableadjuncttothewindingupofthegreatdifficulty。HewishedthereunionofalltheStatesperfected,andsoeffectedastoremoveallcausesofdisturbanceinthefuture;and,toattainthisend,itwasnecessarythattheoriginaldisturbingcauseshould,ifpossible,berootedout。Hethoughtallwouldbearhimwitnessthathehadnevershirkedfromdoingallthathecouldtoeradicateslavery,byissuinganEmancipationProclamation。Butthatproclamationfallsshortofwhattheamendmentwillbewhenfullyconsummated。Aquestionmightberaisedwhethertheproclamationwaslegallyvalid。Itmightbeadded,thatitonlyaidedthosewhocameintoourlines,andthatitwasinoperativeastothosewhodidnotgivethemselvesup;orthatitwouldhavenoeffectuponthechildrenoftheslavesbornhereafter;infact,itwouldbeurgedthatitdidnotmeettheevil。

Butthisamendmentisaking’scureforallevils。Itwindsthewholethingup。Hewouldrepeat,thatitwasthefittingifnottheindispensableadjuncttotheconsummationofthegreatgameweareplaying。Hecouldnotbutcongratulateallpresent——himself,thecountry,andthewholeworlduponthisgreatmoralvictory。
