ItransmittoCongressacopyofcorrespondencebetweentheSecretaryofStateandherBritannicMajesty’senvoyextraordinaryandministerplenipotentiaryaccreditedtothisgovernment,relativetotheexhibitionoftheproductsofindustryofallnations,whichistotakeplaceatLondoninthecourseofnextyear。AscitizensoftheUnitedStatesmayjustlypridethemselvesupontheirproficiencyinindustrialarts,itisdesirablethattheyshouldhaveproperfacilitiestowardtakingpartintheexhibition。WiththisviewI

AstheUnitedStateshave,incommonwithGreatBritainandFrance,adeepinterestinthepreservationanddevelopmentofthefisheriesadjacenttothenortheasterncoastandislandsofthiscontinent,itseemsproperthatweshouldconcertwiththegovernmentsofthosecountriessuchmeasuresasmaybeconducivetothoseimportantobjects。WiththisviewItransmittoCongressacopyofacorrespondencebetweentheSecretaryofStateandtheBritishministerhere,inwhichthelatterproposes,onbehalfofhisgovernment,theappointmentofajointcommissiontoinquireintothematter,inorderthatsuchulteriormeasuresmaybeadoptedasmaybeadvisablefortheobjectsproposed。SuchlegislationrecommendedasmaybenecessarytoenablethexecutivetoprovideforacommissioneronbehalfoftheUnitedStates:
