AProclamationWhereastheCongressoftheUnitedStates,atitslastsession,enactedalawentitled"Anactforenrollingandcallingoutthenationalforcesandforotherpurposes,"whichwasapprovedonthe3ddayofMarchlast;andWhereasitisrecitedinthesaidactthattherenowexistsintheUnitedStatesaninsurrectionandrebellionagainsttheauthoritythereof,anditis,undertheConstitutionoftheUnitedStates,thedutyofthegovernmenttosuppressinsurrectionandrebellion,toguaranteetoeachStatearepublicanformofgovernment,andtopreservethepublictranquillity;andWhereasforthesehighpurposesamilitaryforceisindispensable,toraiseandsupportwhichallpersonsOughtwillinglytocontribute;

ThenewsishereofthecapturebyourforcesofGrandGulf——alargeandveryimportantthing。GeneralWillich,anexchangedprisonerjustfromRichmond,hastalkedwithmethismorning。Hewastherewhenourcavalrycuttheroadsinthatvicinity。HesaystherewasnotasoundpairoflegsinRichmond,andthatourmen,hadtheyknownit,couldhavesafelygoneinandburnedeverythingandbroughtinJeffDavis。Wecapturedandparoled300or400men。HesaysashecametoCityPointtherewasanarmythreemileslong(Longstreet’s,hethought)movingtowardRichmond。

MuroyhascapturedadespatchofGeneralLee,inwhichhesayshislosswasfearfulinhislastbattlewithyou。
