TheenemyhaveconcentratedinsuchforceatRichmondastorenderitabsolutelynecessary,intheopinionofthePresident,foryouimmediatelytodetach25,000ofyourforceandforwarditbythenearestandquickestroutebywayofBaltimoreandWashingtontoRichmond。ItisbelievedthatthequickestroutewouldbebywayofColumbus,Ky。,anduptheOhioRiver。ButindetachingyourforcethePresidentdirectsthatitbedoneinsuchawayastoenableyoutoholdyourgroundandnotinterferewiththemovementagainstChattanoogaandEastTennessee。Thisconditionbeingobserved,theforcestobedetachedandtheroutestheyaretobesentarelefttoyourownjudgment。

ThedirectiontosendtheseforcesimmediatelyisrenderedimperativebyaseriousreversesufferedbyGeneralMcClellanbeforeRichmondyesterday,thefullextentofwhichisnotyetknown。

TheevacuationofCorinthandourdelaybythefloodintheChickahominyhaveenabledtheenemytoconcentratetoomuchforceinRichmondforMcClellantosuccessfullyattack。Infacttheresoonwillbenosubstantialrebelforceanywhereelse。ButifwesendalltheforcefromheretoMcClellan,theenemywill,beforewecanknowofit,sendaforcefromRichmondandtakeWashington。OrifalargepartofthewesternarmybebroughtheretoMcClellan,theywillletushaveRichmond,andretakeTennessee,Kentucky,Missouri,etc。

WhatshouldbedoneistoholdwhatwehaveintheWest,opentheMississippi,andtakeChattanoogaandEastTennesseewithoutmore。A

reasonableforceshouldineveryeventbekeptaboutWashingtonforitsprotection。Thenletthecountrygiveusahundredthousandnewtroopsintheshortestpossibletime,which,addedtoMcClellandirectlyorindirectly,willtakeRichmondwithoutendangeringanyotherplacewhichwenowhold,andwillsubstantiallyendthewar。I

Third。ThedespatchfromColonelIngallsimpressesmewiththeconvictionthatthemovementwasmadebyGeneralMcClellantoconcentrateonRichmond,andwassuccessfultothelatestpointofwhichwehaveanyinformation。

Fourth。Mr。FultonsaysthatonFridaynight,betweentwelveandoneo’clock,GeneralMcClellantelegraphedCommodoreGoldsboroughthattheresultofthemovementwassatisfactorytohim。

Fifth。FromtheseandthefactsstatedbythePresident,myinferenceisthatGeneralMcClellanwillprobablybeinRichmondwithintwodays。

WeareyetwithoutcommunicationwithGeneralMcClellan,andthisabsenceofnewsisourpointofanxiety。Uptothelatestpointtowhichwearepostedheeffectedeverythinginsuchexactaccordancewithhisplan,contingentlyannouncedtousbeforethebattlebegan,thatwefeeljustifiedtohopethathehasnotfailedsince。HehadasevereengagementingettingthepartofhisarmyonthissideoftheChickahominyovertotheotherside,inwhichtheenemylostcertainlyasmuchaswedid。Wearenotdissatisfiedwiththis,onlythatthelossofenemiesdoesnotcompensateforthelossoffriends。

TOTHEGOVERNORSOFTHESEVERALSTATES:

ThecaptureofNewOrleans,Norfolk,andCorinthbythenationalforceshasenabledtheinsurgentstoconcentratealargeforceatandaboutRichmond,whichplacewemusttakewiththeleastpossibledelay;infact,therewillsoonbenoformidableinsurgentforceexceptatRichmond。Withsolargeanarmythere,theenemycanthreatenusonthePotomacandelsewhere。Untilwehavere—establishedthenationalauthority,alltheseplacesmustbeheld,andwemustkeeparespectableforceinfrontofWASHINGTON。Butthis,fromthediminishedstrengthofourarmybysicknessandcasualties,rendersanadditiontoitnecessaryinordertoclosethestrugglewhichhasbeenprosecutedforthelastthreemonthswithenergyandsuccess。Ratherthanhazardthemisapprehensionofourmilitaryconditionandofgroundlessalarmbyacallfortroopsbyproclamation,Ihavedeemeditbesttoaddressyouinthisform。Toaccomplishtheobjectstatedwerequirewithoutdelay150,000men,includingthoserecentlycalledforbytheSecretaryofWar。Thusreinforcedourgallantarmywillbeenabledtorealizethehopesandexpectationsofthegovernmentandthepeople。
