Oneoftheresolutionsexpressestheopinionofthemeetingthatarbitraryarrestswillhavetheeffecttodivideanddistractthosewhoshouldbeunitedinsuppressingtherebellion,andIamspecificallycalledontodischargeMr。Vallandigham。Iregardthisas,atleast,afairappealtomeontheexpediencyofexercisingaconstitutionalpowerwhichIthinkexists。InresponsetosuchappealIhavetosay,itgavemepainwhenIlearnedthatMr。
Vallandighamhadbeenarrested(thatis,Iwaspainedthatthereshouldhaveseemedtobeanecessityforarrestinghim),andthatitwillaffordmegreatpleasuretodischargehimsosoonasIcanbyanymeansbelievethepublicsafetywillnotsufferbyit。
