L0MBOCK:HOWTHERAJAHTOOKTHECENSUS。
TheRajahofLombockwasaverywisemanandheshowedhiswisdomgreatlyinthewayhetookthecensus。FormyreadersmustknowthatthechiefrevenuesoftheRajahwerederivedfromahead-taxofrice,asmallmeasurebeingpaidannuallybyeveryman,woman,andchildintheisland,Therewasnodoubtthateveryonepaidthistax,foritwasaverylightone,andthelandwasfertileandthepeoplewelloff;butithadtopassthroughmanyhandsbeforeitreachedtheGovernmentstorehouses。WhentheharvestwasoverthevillagersbroughttheirricetotheKapalakampong,orheadofthevillage;andnodoubthesometimeshadcompassionforthepoororsickandpassedovertheirshortmeasure,andsometimeswasobligedtograntafavourtothosewhohadcomplaintsagainsthim;andthenhemustkeepuphisowndignitybyhavinghisgranariesbetterfilledthanhisneighbours,andsothericethathetooktothe"Waidono"thatwasoverhisdistrictwasgenerallygooddeallessthanitshouldhavebeen。Andallthe"Waidonos"hadofcoursetotakecareofthemselves,fortheywereallindebtanditwassoeasytotakealittleoftheGovernmentrice,andtherewouldstillbeplentyfortheRajah。
Andthe"Gustis"orprinceswhoreceivedthericefromtheWaidonoshelpedthemselveslikewise,andsowhentheharvestwasalloverandthericetributewasallbroughtin,thequantitywasfoundtobelesseachyearthantheonebefore。Sicknessinonedistrict,andfeversinanother,andfailureofthecropsinathird,wereofcourseallegedasthecauseofthisfallingoff;butwhentheRajahwenttohuntatthefootofthegreatmountain,orwenttovisita"Gusti"ontheothersideoftheisland,healwayssawthevillagesfullofpeople,alllookingwell-fedandhappy。Andhenoticedthatthekrissesofhischiefsandofficersweregettinghandsomerandhandsomer;andthehandlesthatwereofyellowwoodwerechangedforivory,andthoseofivorywerechangedforgold,anddiamondsandemeraldssparkledonmanyofthem;andheknewverywellwhichwaythetribute-ricewent。Butashecouldnotproveithekeptsilence,andresolvedinhisownheartsomedaytohaveacensustaken,sothathemightknowthenumberofhispeople,andnotbecheatedoutofmorericethanwasjustandreasonable。
Butthedifficultywashowtogetthiscensus。Hecouldnotgohimselfintoeveryvillageandeveryhouse,andcountallthepeople;andifheorderedittobedonebytheregularofficerstheywouldquicklyunderstandwhatitwasfor,andthecensuswouldbesuretoagreeexactlywiththequantityofricehegotlastyear。Itwasevidentthereforethattoanswerhispurposenoonemustsuspectwhythecensuswastaken;andtomakesureofthis,noonemustknowthattherewasanycensustakenatall。
