liabilitylawandthestatecontrolofemploymentoffices。Therewashardfightingoversomeofthesebills,and,whatwasmuchmoreserious,therewasefforttogetroundthelawbytrickeryandbysecuringitsinefficientenforcement。IwascontinuallyhelpedbymenwithwhomIhadgottenintouchwhileinthePoliceDepartment;mensuchasJamesBronsonReynolds,throughwhomIfirstbecameinterestedinsettlementworkontheEastSide。OnceortwiceIwentsuddenlydowntoNewYorkCitywithoutwarninganyoneandtraversedthetenement-housequarters,visitingvarioussweat-shopspickedatrandom。JakeRiisaccompaniedme;andasaresultofourinspectionwegotnotonlyanimprovementinthelawbutastillmoremarkedimprovementinitsadministration。ThankschieflytotheactivityandgoodsenseofDr。JohnH。Pryor,ofBuffalo,andbytheuseofeverypoundofpressurewhichasGovernorIcouldbringtobearinlegitimatefashion——includingaspecialemergencymessage——wesucceededingettingthroughabillprovidingforthefirstStatehospitalforincipienttuberculosis。Wegotvaluablelawsforthefarmer;lawspreventingtheadulterationoffoodproducts(whichlawswereequallyvaluabletotheconsumer),andlawshelpingthedairyman。
