IfafterrepeatedandpersistenteffortIfailedtogetthemtosupportme,thenImadeafairfightintheopen,andinamajorityofcasesIcarriedmypointandsucceededingettingthroughthelegislationwhichIwished。IntheorytheExecutivehasnothingtodowithlegislation。Inpractice,asthingsnoware,theExecutiveisoroughttobepeculiarlyrepresentativeofthepeopleasawhole。AsoftenasnottheactionoftheExecutiveofferstheonlymeansbywhichthepeoplecangetthelegislationtheydemandandoughttohave。ThereforeagoodexecutiveunderthepresentconditionsofAmericanpoliticallifemusttakeaveryactiveinterestingettingtherightkindoflegislation,inadditiontoperforminghisexecutivedutieswithaneyesingletothepublicwelfare。MorethanhalfofmyworkasGovernorwasinthedirectionofgettingneededandimportantlegislation。Iaccomplishedthisonlybyarousingthepeople,andrivetingtheirattentiononwhatwasdone。

Graduallythepeoplebegantowakeupmoreandmoretothefactthatthemachinepoliticianswerenotgivingthemthekindofgovernmentwhichtheywished。Asthiswakingupgrewmoregeneral,notmerelyinNewYorkoranyotheroneState,butthroughoutmostoftheNation,thepowerofthebosseswaned。Thenacuriousthinghappened。Theprofessionalreformerswhohadmostloudlycriticizedthesebossesbegantochangetowardthem。Newspapereditors,collegepresidents,corporationlawyers,andbigbusinessmen,allalike,haddenouncedthebossesandhadtakenpartinreformmovementsagainstthemsolongasthesereformsdealtonlywiththingsthatweresuperficial,orwithfundamentalthingsthatdidnotaffectthemselvesandtheirassociates。Butthemajorityofthesementurnedtothesupportofthebosseswhenthegreatnewmovementbeganclearlytomakeitselfevidentasoneagainstprivilegeinbusinessnolessthanagainstprivilegeinpolitics,asoneforsocialandindustrialnolessthanforpoliticalrighteousnessandfairdealing。Thebigcorporationlawyerwhohadantagonizedthebossinmatterswhichheregardedaspurelypoliticalstoodshouldertoshoulderwiththebosswhenthemovementforbettermenttookshapeindirectattackonthecombinationofbusinesswithpoliticsandwiththejudiciarywhichhasdonesomuchtoenthroneprivilegeintheeconomicworld。
