Thereisnogreaterdutythantowaronthecorruptandunprincipledboss,andonthecorruptandunprincipledbusinessman;andforthematterofthat,onthecorruptandunprincipledlaborleaderalso,andonthecorruptandunprinciplededitor,andonanyoneelsewhoiscorruptandunprincipled。Butwheretheconditionsaresuch,whetherinpoliticsorinbusiness,thatthegreatmajorityofmenhavebehavedinawaywhichisgraduallyseentobeimproper,butwhichatonetimedidnotconflictwiththegenerallyacceptedmorality,thenthewarfareonthesystemshouldnotincludewarfareonthementhemselves,unlesstheydeclinetoamendtheirwaysandtodissociatethemselvesfromthesystem。Therearemanygood,unimaginativecitizenswhoinpoliticsorinbusinessactinaccordancewithacceptedstandards,inamatter-of-courseway,withoutquestioningthesestandards;untilsomethinghappenswhichsharplyarousesthemtothesituation,whereupontheytrytoworkforbetterthings。Thepropercourseinsucheventistoletbygonesbebygones,andifthemenprovebytheiractionsthesincerityoftheirconversion,heartilytoworkwiththemforthebettermentofbusinessandpoliticalconditions。

BythetimethatIwasendingmycareerasCivilServiceCommissionerIwasalreadygrowingtounderstandthatmereimprovementinpoliticalconditionsbyitselfwasnotenough。Idimlyrealizedthatanevengreaterfightmustbewagedtoimproveeconomicconditions,andtosecuresocialandindustrialjustice,justiceasbetweenindividualsandjusticeasbetweenclasses。Ibegantoseethatpoliticaleffortwaslargelyvaluableasitfoundexpressionandresultedinsuchsocialandindustrialbetterment。Iwasgraduallypuzzlingout,ortryingtopuzzleout,theanswerstovariousquestions——someasyetunsolvabletoanyofus,butforthesolutionofwhichitistheboundendutyofallofustowor
