thatanyparishwhosepoorratewasforthreeyearsmorethandoublethe
averageoftheparishrateinthecounty,shouldhavepowertoapplytoQuarter
Sessionsforreliefoutofcountystock。
Whitbread’sproposalsforstimulatingthriftandpenalisingidlenesswere
astrangemedleyofenlightenmentandchildishness。Heproposedtogivethe
parishofficerspowertobuildcottageswhichweretobeletatthebest
rentsthatweretobeobtained:buttheparishofficersmightwiththeconsent
ofthevestryallowpersonswhocouldnotpayrenttooccupythemrentfree,
oratareducedrent。HeproposedalsotocreateaNationalBank,something
ofthenatureofaPostOfficeSavingsBank,tobeemployedbothasasavings
bankandaninsurancesystemforthepoor。Withthesetwoexcellentschemes
hecombinedaridiculoussystemofprizesandpunishmentsforthethrifty
andtheirresponsible。Magistratesweretobeempoweredtogiverewards(up
toamaximumof£;20)withabadgeofgoodconduct,tolabourerswho
hadbroughtuplargefamilieswithoutparishhelp,andtopunishanyman
whoappearedtohavebecomechargeablefromidlenessormisconduct,andto
