ThePingsquitbill,andallotherbillsthatspelledliberty,werestillprisonersinthehandsofgrimjailers,andThomasGaylord,theelder,hadwornseveralholesinthecarpetofhisprivateroominthePelican,andcouldoftenbedescriedfromMainStreetrunningupanddownbetweenthewindowslikeacagedlion,whileyoungTomhadbeenspiedstanding,withhishandsinhispockets,smilingontheworld。

YoungTomhadhisownwayofdoingthings,thoughhelittledreamedofthehelpHeavenwastosendhiminthismatter。Therewas,inthelowerHouse,ayoungmanbythenameofHarper,alawyerfromBrighton,whowassufficientlyeccentricnottocarryapass。Thelightoffame,asthesunsetgildsaweathercockonasteeple,sometimestouchessuchmenforaninstantandmakesthemimmortal。ThenameofMr。Harperisremembered,becauseitislinkedwithagreaterone。ButMr。Harperwasthefirstmanoverthewall。
